Forward:

Since its inception in 1989, CoAR has come a long way in responding to the development needs of a war-ravaged Afghan society in collaboration with its partners including local communities’ donor organizations and other aid and development organizations Towards such an end, CoAR set about implementing its five years strategic plan (2001-2005) with the usual commitment and dedication that so vividly characterizes its entity as a people- centered organization.

However, the post-October 2001 events brought about a phenomenal change in the political, economic and social conditions within Afghanistan. The new situation calls for a total re-orientation of CoAR’s strategic priorities as a development organization. It is with such a purpose in view that CoAR, in consultation with various stakeholders, decided to review its strategic objectives to meet the new challenges of a partnering role in rebuilding a post-conflict Afghanistan.

The present strategic plan is an outcome of a consultative process involving CoAR’s staff and Board members, representatives from donor and other aid and development organizations, potential and existing programme beneficiaries, and representatives of the government agencies of the new interim set-up in Afghanistan including experts and academia. We are extremely obliged to all of them for their invaluable contribution and inputs. Without their assistance and forthcoming cooperating it would not have been possible to develop the present plan.

Also, CoAR would like to acknowledge the contribution of Mr. Mustafa Aziz, an external consultant who designed, facilitated and documented the entire process.

As CoAR sets its sights on improving the lives of the ordinary people, we sincerely hope that the present plan would provide us the necessary direction in realizing our mission.
